Maybe this woman was brought up in those hard times when everything feminine was considered guilty or dangerous.
Maybe she set up her first clotheslines following the usual rules: the small pieces of clothing (underwear, the pieces that touch the skin, the ones that touch the… sensitive parts of the body) hidden behind the larger ones.
Maybe she remembers the first time she hung up an piece of underwear in full view of others.
Maybe she wondered what people would consider her for doing so.
I just hope that first time wasn’t too late.
Maybe there is no particular symbolic significance in the fact that these items now happen to be hanging just above the fence.
Everything is in the eye of the beholder.
What possible fault the person being looked could have!
